Funciones

It is responsible for planning, designing and executing the information technology policy of the State Secretariat for Budgets and Expenditure and of the General Comptroller of the State Administration; technological support for operations; and consulting on, coordinating and implementing their bodies’ technology projects.

Specifically, it is responsible for the following functions:

  1. Information security; establishing common methodologies and standards for developing and producing applications; designing and managing websites and electronic offices for employees and citizens in the corresponding scope of action, in accordance with the specifications of the administrative centres; and designing, developing and updating the information systems and general corporate applications that are common to the scope of the State Secretariat for Budgets and Expenditure and the General Comptroller of the State Administration.
  2. Designing, developing and updating public accounting information systems, and providing technological assistance and support for the General Comptroller of the State Administration and its units, in the information systems developed under its specifications.
  3. Designing, developing and updating public sector financial/budgetary management and monitoring information systems, and providing technological assistance and support for the General Comptroller of the State Administration and its units, in the information systems developed under its specifications.
  4. Collaboration with the National Audit Office in carrying out audits and consulting of a technological nature that, in relation to financial monitoring, is assigned to it by the Director of the Office, and internal quality control of the systems developed by the Budgetary Information Technology Office.
  5. Designing, developing and updating planning, scheduling and budgeting information systems for the state public sector, as well as providing technological assistance and support for the Directorate-General for Budgets in the information systems developed under its specifications; the exercise of these functions will be managed by the aforementioned Directorate.
  6. Designing, developing and updating planning and management information systems for European funds and regional incentives, as well as providing technological assistance and support to the Directorate General of European Funds in the information systems developed under its specifications; the exercise of these functions will be managed by the aforementioned Directorate.
  7. Designing, developing and updating costs and personnel information systems and designing, developing and managing the state pensions system, as well as providing technological assistance and support to the Directorate-General of Personnel Costs and Public Pensions in the information systems developed under its specifications; the exercise of these functions will be managed by the aforementioned Directorate.
  8. Implementing and managing the infrastructure and information and communications systems of the State Secretariat for Budgets and Expenditure and the General Comptroller of the State Administration, as well as processing proposals for acquiring goods and services of a technological or communications nature and their auxiliary systems that are necessary for implementing the information technology policy in the aforementioned scope. In the exercise of these functions, and in each respective scope, it will have a functional connection to the Directorate-Generals of Budgets, of Personnel Costs and Public Pensions, and of European Funds.
  9. Establishing and providing technical procedures and, as applicable, common corporate services and technological solutions in the scope of the General State Administration and its public bodies, specific to budgeting, management, accounting, and financial/budgetary monitoring, with the aim of facilitating and maintaining an integrated information system for preparing, managing, implementing, and accounting of the General State Budgets, also determining at what time the information should be generated and transmitted or made available for its integration.
  10. Dialogue in ministerial and inter-ministry committees and work groups on the subjects of digital administration, coordinating the proposal for the master plan for information and communications systems, drafting the budget proposal, and managing training and human and material resources assigned.

The Budgetary Information Technology Office is organised into four divisions which are responsible for carrying out the technological and coordination functions assigned to them.

Director of the Budgetary Information Technology Office

  • He or she is responsible for the general coordination of the work directed by each of the Division Heads and will directly assume the functions assigned to the Budgetary Information Technology Office in article 12.5 f) of Royal Decree 769/2017, of 28 July, which are not specifically assigned to the Division Heads.
  • In particular, the role of designing, developing and updating the general institutional information systems and applications that are common to the scope of the State Secretariat for Budgets and Expenditure and of the General Comptroller of the State Administration, which are referenced in paragraph 1 of article 12.5 f), shall be assumed directly by the Directorate of the Budgetary Information Technology Office or assigned to one of its Divisions at the criteria of the Office’s Director, depending on the nature of the cross-cutting system or application at hand and the distribution of resources among the Divisions.
  • The unit responsible for information security shall be included in Division IV Operations and it shall apply and adapt to the agreements of the information security coordination committee and the standards established by the Office's Directorate.
  • He or she will determine how tasks assigned to each Division Head should be carried out by functional area, and at the same time he or she will establish a management framework by system objectives, in which each of said areas, grouped into the different Divisions, will represent the level of direct accountability of the tasks assigned.
  • Each year, he or she will prepare a report for the General Comptroller with the results and most relevant aspects surmised from the practical application of the approved functional distribution. As applicable, this report will include proposals for the changes that he or she deems necessary to increase efficiency and the orderly performance of the tasks assigned.
